Permission: None (first run only: refused once global setup is complete; the caller becomes the first global ADMIN)

Complete global first-time setup for Inquisitor. master_log_channel must be in network##channel format. The note field is a free-text label. The user running this command becomes the first admin. Can only be run once; subsequent calls are rejected.
