Permission: None (first run on each network only: refused once this network has been activated)

Activate this network for trivia. Must be run after @setup is complete. question_set is the name of the question set to use (case-insensitive). Optionally specify a network-specific log_channel for network-scoped event logging. Activating a network does not grant you a permission. To bring back a deactivated network, use @reactivate (ADMIN).
