Permission: Owner (Limnoria capability)

Show database connection status. Useful for diagnosing connection issues.

When connected, the reply is Database connected: user@host:port/database.

When not connected, the reply is one of:

that the database was created by a release before 1.2.0 and a new, empty database is needed (see Databases from before 1.2.0);
every migration checksum mismatch, with both checksums and the @dbmigrate rebaseline <version> command to run (see @dbmigrate);
a note that no mismatch remains and @dbconnect should be run;
the last connection error;
the configuration instructions, if no connection was attempted.
